An Act To improve the quality of education in the Republic of Palau by requiring the Ministry of Education to establish regulations for teacher certifications, and other related purposes.

Legislative Findings
- Current law is outdated.
- Teacher degree distribution: 38% below AA; 38% AA; 23% above AA.
- Teacher training programs need to be improved.
Mandates
§151(a) No person may serve as a teacher in any public school without first having obtained at least an associate degree in the field of education or the subject matter in which the individual seeks to teach ...
- Does not metion private schools. Private schools are able to set their own minimum standards.
§155(a) The Ministry shall provide training programs to enable residents of the Republic to qualify for certification as teachers. ...
§155(b) The Minister shall establish a teacher training program for all teachers of the Republic so as to provide for the continuous upgrading of teaching skills of all teachers.
- Sounds like these two sections cover private school teachers.
- We need to check with the MOE if we can participate in their trainings and keep abreast of their training schedules.
- Note that the law does not say trainings are free so we need to find out the cost if there is any.
